Not every Bali plot allows a rental villa. Bali's land use is governed by a provincial spatial plan (RTRW) established under Perda No. 2 of 2023, which divides all land in the province into zones with distinct building rights. Buying a parcel without confirming its zone first is the most common and most expensive mistake foreign buyers make.

The pink zone (kawasan pariwisata, tourist area) is where short-term rental villas legally belong. Hotels, resorts, and holiday accommodation are permitted here. The yellow zone (kawasan permukiman, residential area) allows housing and some long-stay villas, depending on the regency's detailed plan. The green zone (kawasan pertanian, agricultural area) is where problems arise. Commercial villa construction on agricultural land is prohibited under the RTRW, and enforcement has tightened sharply since 2024. Conservation zones carry the strictest rules and exclude all commercial development.

Enforcement hardened further in late 2025. Governor Wayan Koster issued Gubernatorial Decree No. 5 of 2025, prohibiting any conversion of Sustainable Food Crop Land (LP2B) and Standard Rice Field Area (LBS) for non-agricultural use. The decree became law on December 2, 2025. Bali's rice field coverage fell from 70,996 hectares in 2019 to approximately 64,474 hectares by early 2026, losing around 1,000 hectares a year. Developers who already held a valid building permit (PBG) before the decree are not affected. Any new permit application on protected agricultural land faces rejection. You can run a preliminary zone check using the national GISTARU portal at gistaru.atrbpn.go.id, operated by the Ministry of Agrarian Affairs (ATR/BPN). For a formal answer, request an SKRK (Surat Keterangan Rencana Kota, zoning certificate) from the local regency planning office, or ask your PPAT notary to obtain a KKPR (space utilization conformity document) through the OSS portal. One practical limit: Bali's detailed zoning layer (RDTR) covered only about 23 percent of the province as of mid-2024, so the online map may not resolve every parcel. Getting the zone wrong carries real consequences. Badung authorities demolished more than 40 villas in Bingin in 2024 for zone violations, and fines for unauthorized construction average around IDR 500 million (roughly USD 32,000). A 2023 Bali Provincial Government report identified 120 properties in Bingin and Uluwatu as breaching zone restrictions.
