What Is an SLF and Does Your Bali Villa Need One?

The SLF (Sertifikat Laik Fungsi, or Certificate of Functional Worthiness) is a government certificate confirming that a finished building is safe, structurally sound, and fit for its intended use. Every Bali villa requires a current SLF before it can be legally handed over to a buyer, occupied, or listed as a short-term rental.

The SLF is distinct from the PBG (Persetujuan Bangunan Gedung), which is the building approval a developer must hold before construction begins. Think of the PBG as permission to build and the SLF as confirmation the finished building passes inspection. Both are required under Government Regulation No. 16 of 2021 (PP 16/2021), which replaced the old IMB building licence with this two-stage framework. A government inspector visits the site when the build reaches 90 to 100 percent completion. The inspector checks that the finished structure, electrical systems, plumbing, and fire safety provisions match the technical drawings approved under the PBG. Applications go through the Ministry of Public Works's SIMBG portal. For villas used as short-term rentals, the SLF is classified as a commercial building certificate and must be renewed every five years. A purely owner-occupied residential property can hold an SLF for 20 years before renewal.

Without a valid SLF, a Bali villa cannot legally be occupied, cannot hold a Pondok Wisata accommodation licence, and cannot operate on platforms such as Airbnb or Booking.com. Enforcement tightened considerably with Government Regulation No. 28 of 2025 and Ministry of Tourism Regulation No. 6 of 2025, which formally closed the grey area that had allowed many villas to run without a complete permit chain. Authorities demolished 48 structures at Bingin Beach in July 2025 after inspections revealed missing permits. Established Bali agencies now report that resale buyers discount SLF-absent properties by 40 to 50 percent.

For off-plan buyers, the key step is to include SLF delivery as an explicit developer obligation in your PPJB, not a best-efforts clause. Do not release the final payment tranche or accept handover until your lawyer has verified the SLF on the SIMBG portal and confirmed it covers the specific villa being transferred. If the developer cannot produce the SLF at handover, the building is not legally ready for occupancy, and you are entitled under your contract to withhold final payment until the certificate is issued.
