Bali Villa Utilities: Electricity, Water, and Internet

A Bali villa owner in Kaba Kaba or Tabanan draws electricity from PLN (Perusahaan Listrik Negara), Indonesia's state grid, at roughly IDR 1,444 per kWh for the residential R-2 band (3,500 to 5,500 VA), the range most investment villas fall into. For a 2 to 3 bedroom rental with air conditioning running through the day and a pool pump, expect a monthly electricity bill of IDR 1,500,000 to IDR 4,000,000 (about USD 90 to USD 245 at current rates), rising further for larger properties with continuous AC use. PLN tariffs for non-subsidized customers are reviewed quarterly against macroeconomic benchmarks set by the Minister of Energy and Mineral Resources.

Grid reliability in established parts of south and southwest Bali is generally good, with short, infrequent outages rather than hours-long blackouts. Rural plots in Tabanan and the Kaba Kaba corridor can see longer outages during heavy rain, so many larger villa developments add a generator or a diesel backup for guest-facing units. Solar panels are becoming more common on investor villas: a rooftop array can offset 30 to 60 percent of daytime consumption, though any grid export arrangement still requires PLN approval.

Water supply depends on where the land sits. Properties within reach of PDAM Tirta Amertha Jati (the Tabanan regency water utility) pay metered rates of roughly IDR 4,000 to IDR 8,500 per cubic metre, giving a typical monthly bill of IDR 100,000 to IDR 250,000 for a household. Many rural villas outside the PDAM service area rely instead on a private bore well, 20 to 70 metres deep depending on the water table. The bore well incurs a one-time drilling cost and no ongoing water charge beyond the pump's electricity draw. Neither PDAM water nor bore well water is drinkable directly: villa guests and residents use refillable 19-litre galon bottles (brands such as Aqua and Club are available within 10 minutes of Kaba Kaba). Water filters or a UV purification unit are standard in any well-managed rental villa.

For internet, Telkom IndiHome fiber reaches Tabanan regency and covers most of the Kaba Kaba area. Basic fiber plans start around IDR 230,000 per month for 50 Mbps and scale to IDR 325,000 for 150 Mbps, though peak-hour speeds in rural nodes can drop below the advertised headline. Biznet, which offers more consistent real-world speeds, is available in parts of Tabanan but coverage is patchier the further you move from main roads - confirm availability at the specific plot before committing. Starlink is a viable backup for properties where fiber has not yet arrived, though reported Indonesian download speeds have fallen from around 42 Mbps at launch to closer to 16 Mbps as subscriber numbers have grown. A well-run rental villa typically budgets USD 20 to USD 65 per month for a primary fiber connection, with a 4G mobile data SIM as a failover. When assessing an off-plan project, confirm with the developer what ISP infrastructure they plan to install and whether dedicated business-grade fiber is included in the common-area budget.
