When you buy a new villa or off-plan unit directly from a registered developer in Bali, PPN (Indonesia's VAT, or Pajak Pertambahan Nilai) applies at an effective rate of 11 percent of the purchase price. Resale purchases from private individuals do not attract PPN.
The 11 percent effective rate comes from PMK 131/2024, the Ministry of Finance regulation that set Indonesia's statutory VAT at 12 percent from January 2025. For most goods and services, including residential property, the rate applies to a reduced tax base known as DPP Nilai Lain, which is 11/12 of the selling price. The arithmetic produces an effective 11 percent. The full 12 percent applies only to items that qualify separately as luxury goods.
PPN is triggered only when the seller is a PKP, meaning a VAT-registered entrepreneur or company. Off-plan developers are typically PKP-registered businesses, so buying off-plan triggers PPN. Buying the same villa later from an individual owner in a secondary sale does not trigger PPN, though BPHTB (the buyer's acquisition duty, generally 5 percent of the transaction value) still applies in both cases. Always check your purchase agreement to confirm whether the developer's quoted price is inclusive or exclusive of PPN. Many developers list prices before PPN, meaning a IDR 5 billion villa may close at IDR 5.55 billion once VAT is added.
If the purchase price reaches IDR 30 billion or more (roughly USD 2 million at mid-2026 exchange rates), a separate luxury goods tax called PPnBM applies at 20 percent on top of PPN. Most Bali off-plan villas marketed to foreign buyers sit well below that threshold, so PPnBM is rarely relevant in practice.
A PT PMA that is registered as a PKP can credit the PPN paid at purchase as input tax against PPN it collects on rental income from guests. When the company issues VAT-compliant tax invoices (faktur pajak) for each guest stay, the PPN paid at acquisition offsets the ongoing output VAT liability, reducing the effective net cost of the levy over time. A PT PMA must register as PKP once annual gross revenue exceeds IDR 4.8 billion, but can register voluntarily before reaching that level. This input tax recovery is a meaningful advantage of the PT PMA structure over a personal leasehold, where no PPN offset is available.
