Notary and Closing Costs When Buying Bali Property

Buying a Bali villa? Budget 1-2% for a leasehold or around 6% for a freehold HGB transfer (1% PPAT plus 5% BPHTB). PT PMA buyers add company setup costs.

The closing costs you pay on top of a Bali villa price depend on how you hold title. A leasehold buyer typically budgets around 1% to 2% of the purchase price: mainly the PPAT (land deed official) fee plus independent legal counsel. A buyer acquiring a registered land title such as Hak Guna Bangunan, as a PT PMA company would hold, adds BPHTB acquisition duty at 5%, so total one-time buyer transaction costs run roughly 5% to 7% of the purchase price.

The PPAT fee is set at a maximum of 1% of the transaction value as recorded in the deed, under Government Regulation PP 37 of 1998 as amended by PP 24 of 2016. In practice most PPATs charge between 0.5% and 1% for villa-scale transactions. The fee is normally shared equally between buyer and seller by agreement, though that split is negotiable. The PPAT requires payment before they can execute the deed, so budget for this amount at signing.

BPHTB (Bea Perolehan Hak atas Tanah dan Bangunan) is the buyer's land and building acquisition duty, levied at 5% of the taxable value above the NPOPTKP tax-free floor. Law No. 28 of 2009 sets the national minimum NPOPTKP at IDR 60 million; Bali regencies including Tabanan apply this floor. BPHTB applies to freehold, HGB, and Hak Pakai title transfers but not to a Hak Sewa leasehold, where no land title changes hands. On a villa priced at IDR 3 billion, BPHTB comes to approximately IDR 147 million. If you buy through a PT PMA company, the property acquisition costs stay the same as above. The company also adds a one-time setup cost: professional and government fees for a standard PT PMA run approximately IDR 25 million to IDR 45 million (roughly USD 1,500 to USD 2,800 at current exchange rates). A PT PMA share transfer, where you buy the company rather than the underlying property, avoids BPHTB entirely because no land title changes hands, but requires thorough due diligence on the company's liabilities and corporate records before signing.

Beyond PPAT and BPHTB, allow for a BPN land certificate registration fee (a small administrative fee paid at the National Land Agency), independent legal counsel for a foreign buyer (industry guidance puts this at USD 1,000 to USD 5,000 depending on transaction complexity), and notarial deed translation costs if certified copies are needed in your home country.
